SAN DIEGO -- An 85-year-old woman who led a female-dominated immigrant smuggling ring was sentenced to 2 1/2 years in prison Thursday in a case that stands out at a time when larger, more violent organizations along the U.S.-Mexico border have muscled groups like hers aside.

Felicitas Gurrola was charged with moving up to 80 people a month past border inspectors at the nation's busiest border crossing in San Diego by having them assume false identities. Her method was relatively safe compared to common and sometimes fatal smugglers' tacks like leading groups through remote mountains and deserts or stuffing them in car trunks and engine compartments.

"This was a very well-organized, safely run operation," said her attorney, Thomas Matthews. "No one was ever put in danger."

Prosecutors argued that Gurrola deserved more than three years in prison for conspiracy to bring illegal aliens into the United States, saying she was a high-level smuggler compared to the lowly operatives that usually get captured by U.S. authorities. Gurrola led the organization with her daughter and another woman who were also sentenced.

"We've essentially been able to pull back the curtain," said Daniel Zipp, an assistant U.S. attorney.

Gurrola - appearing frail with long, gray hair - apologized in a barely audible voice.

"I'm remorseful. I ask for forgiveness. I'm very nervous. I can't speak," she said through a Spanish interpreter.

U.S. District Judge Dana Sabraw gave Gurrola's daughter, Hilda Moreno, 2 1/2 years in prison. Guadalupe Ojeda, who managed a Gurrola-owned hotel in Tijuana that was used as a staging ground for migrants, got three years and one month in prison.

Small family-run organizations used to dominate the migrant smuggling business, but they have faded in the last decade along with a dramatic increase in border security. As smuggling fees have skyrocketed from hundreds to thousands of dollars, larger, more violent criminal groups have pushed them aside.

Gurrola managed to survive the industry turmoil until her arrest earlier this year, aided by her 54-year-old daughter and others, according to U.S. Immigration and Customs Enforcement investigators. She met migrants at Tijuana's Suites Royal Hotel where she gave them immigration documents belonging to others and told them to memorize the information. An underling knew how to read codes on the documents to determine information such as whether they were new issues or renewals.

In the morning, migrants had their hair done to resemble the person on the immigration documents, said Johnny Martin, an ICE supervisory special agent. Gurrola lined them up and assumed the role of immigration inspector. She berated them when they fumbled for answers.

Guides then led migrants through the San Ysidro border crossing, joined them on a commercial bus to the Los Angeles area and collected $3,500 per person on arrival, investigators said. The guides returned to the border in time for dinner.

"She had been doing it for a long time and she found her niche," Martin said.

Gurrola was indicted on immigrant smuggling charges in 1982 but never arrested, according to an affidavit filed with a criminal complaint. She allegedly boasted on a wiretap that she had been in the business for more than 40 years.

As part of an agreement with prosecutors to dismiss some charges, Gurrola's daughter surrendered her home in Chula Vista, outside San Diego.

Gurrola, a legal U.S. resident who was born in Mexico, lived in Chula Vista with her daughter, Martin said. They invited friends to sit on lawn chairs in the garage and watch television. They often visited San Diego-area casinos to unwind.

David Baker, the daughter's attorney, told the judge that the smuggling organization was wrong, but he drew a contrast with more violent groups.

"It can be said they had a certain ethic in the way they ran their business," he said.

This poor lady is a victim of circumstances due to a troubled childhood and grossly unfair school system. It is more reasonable to provide counseling for all the poor immigrants she brought to the US and bring all their families here to reunite. Let's not blame the vicyims. They're all innocent victims of an discriminating system.
After all, they were just returning to Aztlan, right?

We are the laughing stock of the world. I'm so sick of our malfunctioning Government.

ok, so now they attempt to soften criminal activity further, by labelling it on a realtive scale of ETHICAL proportions? paahhhleeeees! give me (and the rest of the legals) a BREAK for grissy sakes!

this is problem, every soft touch lawyer who slowly erodes the basis of the crime itself.!

This woman knew she was doing things illegal and breaking the law. I would have given her 10 years!

Where are all the goofy conservatives, screaming about the government and there no good regulations interfering in the business community. Isn't this lady a business woman, running a business? Doesn't every good conservative know how to scream and cry like a baby over all the dag nab gub'ment regulating people out of business? No good gub'ment with them there no good rugulations!

You are an idiot. Would you consider drug smugglers and various white collar criminals to be solid business as well?
05:42 PM on 12/04/2011
Don't try to place your "goofy" ideas onto conservatives as if they would support your nonsense! What a weak and stupid straw man argument you propose. Of course people in the business community can break the law and then they can and do go to jail. If you have an axe to grind against conservatives at least make a rational argument.

And we still do not want to deport illegals who have broken federal laws? And we still want to grant amnesty, a way of attracting more illegal immigration, to illegals? When oh when will the US, the federal gov't and the Supreme Court learn that in 20 years there will be 100 million illegals at the rate and way this country's laws are being run? Illegals are willing to risk death in order to enter the country illegally as they know by now that US laws are so laxed that their chances of getting deported are so low and if arrested they will get off with just a slap on their wrist as their illegal rights have been violated. Also, with other people calling for states to not implement anti-immigration laws, what is the US coming to?

THIS INDIVIDUAL SHOULD BE KEPT IN SOLITARY CONFINEMENT FOR A PERIOD OF AT LEASE 5 TO SIX YEARS.......NO EXCEPTION SHOULD BE MADE...........Walter L. Strickland..

WHY DIN'T THEY GIVE HER A REWARD WHILE THEY WERE AT IT, SHE COST OUR GOVERNMENT MILLIONS OF DOLLARS, SHE SHOULD GET LIFE....MAYBE 5 OR 6 YEARS LOLOLOLOLOLOL
12:54 AM on 12/03/2011
So the smugglers weren't violent. Did she do background checks on the migrants she helped get into the US? Does she guarantee that none of the illegals she smuggled in were criminals or committed any violent acts once in the US?
Who wrote this? "Frail gray haired lady", my a*s. $3,500 a person she wasn't doing it out of the kindness of her heart or to help her fellow downtrodden neighbor.

You are right. If aliens are undocumented, they could be criminals. They could also be good people just trying to take care of their families. No way to know. Two things are for sure, we are at risk and they are at risk. Illegals are prey. I have heard people say, "... they do jobs that Americans will not do." Of course, we have Rights in the workplace to protect us. They do not. It is time for the government to fix this. The incumbents of both parties have failed. They can't do their job, so lets fire them and start over.

2 1/2 years is not nearly enough. When she leaves prison it needs to be in a pine box!

This is not a moral crime... people pull your head out of the clouds. This woman ran a company that provided a service, that increased a persons chance at earning a living... and providing for their family.

Technically it was illegal, so what, almost everything is illegal these days of rampant big government socialism. The real problem is too much government.

Terrorists and Illegal aliens are not the problem, too much government control is the problem, and until Americans come to understand this they will be shooting at the wrong target.

I love my country... the country envisioned by our inspired and guided forefathers... The George Washington's, and Thomas Jefferson's of yesteryear. Where are men and women of that calibre today? They are out there... running small businesses and taking care of farms and families. They need to rise to the occasion, and come to the aid of this dying republic.
11:54 AM on 12/04/2011
them "earning a living and providing for their families" is coming at the expense of LEGAL American citizens, you know the same ones with George Washington/Thomas Jefferson's calibre that are struggling to run their small businesses and taking care of their families! Our grandparents aren't even getting enough money to survive on SS and you want to bring more illegal immigrants over here to run our economy into the ground even more. kill yourself. Americans worked hard to build this country and if immigrants want to go through the process to come here legally, good for them. if not build your own country up and earn a living there!
06:31 PM on 12/04/2011
No... the real problem is people like you that technically could care less about anything but your own feelings and continue to vote for crooks with the idea of filling your own pocket with that which is not technically yours.

our people came from all over, but they did it legally
11:07 AM on 12/03/2011
no they didn't... they just came over... our country which has fallen to the rule of the Socialists and Big government goons has passed all sorts of pathetic 'laws'... to extract some sort of 'fee for service' to become an American. No one is native to this land, we all ultimately came from somewhere else... even the natives, they came from Asia or the Middle East, depending upon your worldview...
